## How answers are checked

- A percentage must come from the tool results or the user's question; others are removed.
- A risk score the tools did not return is removed.
- Every [S#] citation points to a source from the tool results; citations without one are removed.
- Wording that implies sanctions clearance triggers a rewrite.
- Write actions need approval: a confirmation on the web, or the organisation's permission in WeChat.
- Missing country data is shown as "no coverage", never as low risk.
